Open Photoshop and create a canvas that is standard A4.
Bring over your central image.
Decide on your brand name.
Place your masthead.
Leave space for the top line above the headline.
Use no more than three main colours normally: one is the accent colour.
Prioritize your own film as the centre of visual interest, leaving space for your film title and tagline.
Search for current films as your content in your 2 / 3 /4 deck cover lines. Align to R or L.
Leave a clean margin at each edges (= a gutter)
Pick an interesting circle shape from the internet for your puff / plug

At this stage, print it out and check for relative sizes and proportions.
